§ 8-2-3. Two-hour parking.

  • Of particular benefit to downtown merchants and business people is the two-hour parking limit in designated areas of the city. The purpose of the two-hour parking zones is to provide customers of downtown businesses adequate parking. By providing the designated time limits on downtown parking in the business district, those who patronize downtown businesses will be assured of adequate parking for such purpose.

    (a)

    Designated areas. The designated two-hour on-street parking areas are as follows:

    Main Street from 206 Main Street to Third Avenue;

    The 300 and 400 blocks of Main Street;

    The 1000, 1100, and 1200 blocks of Fourth Avenue;

    The 900, 1000, 1100, and 1200 blocks of Third Avenue;

    The 200 and 300 blocks of Laurel Street;

    The 300 block of Elm Street;

    The 1200 and 1300 blocks of Second Avenue from Elm Street to Lewis Street; and

    The West Side of Beaty Street from Second Avenue to Third Avenue.

    (b)

    Hours of enforcement. The enforcement of the two-hour parking zone section and designated color coded "Merchant Parking Only" of this section by the Conway Police Department shall be Monday through Friday, during the normal business hours of 8:00 a.m. and 5:30 p.m. This clause shall not prohibit any police officer from enforcement of all other applicable statutes or ordinances.

    (c)

    Violations.

    (1)

    It shall be unlawful for any owner or operator of any vehicle to allow, permit, or cause such vehicle to be parked in any parking space within any two-hour parking zone, as established by the city, for a period of time in excess of two hours; and each two-hour violation shall constitute a separate offense. This shall also apply to those parking spaces within the two hour parking zone designated for handicapped persons.

    (2)

    It shall be unlawful for any owner, driver, or other person to intentionally violate the intention of this section of the code by moving a previously parked car from one parking space within a designated two-hour parking zone to another so designated parking space, so as to avoid enforcement action by a police officer or parking control officer of the city.

    (3)

    Chalk marks shall be placed on tires of vehicles in order to determine if violations have occurred. Any person that is found eliminating a chalk mark from a tire shall be in violation of this section.
