§ 1-3-6. Appearance of citizens.

Any citizen of the municipality shall be entitled to an appearance before the council at any meeting of council with the exception of special called meetings and/or city council workshops. With the exception of personnel matters, any municipal matter may be discussed. Persons desiring to speak must notify the clerk prior to the beginning of the meeting and must state the purpose of their appearance.
